I need to see your license...

I would like to know how to go about getting my dog's name on my license plate! ("Aki" means "Autumn" in Japanese; I gave her that name because when I adopted her in September 2007, the leaves were falling and I could hardly walk her around the neighborhood because she pounced on every leaf that blew across the sidewalk.)
